PUBLIC NOTICE OF INTENT TO TRANSFER FEDERAL PROPERTY FORT MONMOUTH – GROUP 8 CARVE OUT
The United States of America, Department of Defense, Department of the Army (Army),
hereby officially notifies the public of its intent to convey by quitclaim deed to the Fort
Monmouth Economic Revitalization Authority (FMERA), a portion of the former Fort
Monmouth, New Jersey known as the Group 8 Carve Outs, which includes property in a
portion of Parcel 44 (primarily landfill FTMM-05) and adjacent Parcel 102D Part 2 of 2.
The property has been fully evaluated and determined to be suitable for transfer. The
Army plans to convey approximately 4.5 acres under an Economic Development
Conveyance to FMERA. A draft Finding of Suitability to Transfer (FOST) has been
prepared to document the environmental conditions of the property and its suitability for
transfer.The Group 8 Carve Out FOST is available for a 10-day public review and comment
period commencing from December 6, 2025 and ending on December 15, 2025. The
FOST document will also be available for review at the Fort Monmouth Environmental
Restoration Public Information Repository at https://ftmonmouthrecords.com/ and at the
following location: Monmouth County Library, Eastern Branch, 1001 Route 35

PUBLIC NOTICE OF INTENT TO TRANSFER FEDERAL PROPERTY FORT MONMOUTH – GROUP 7 CARVE OUT
The United States of America, Department of Defense, Department of the Army (Army), hereby officially notifies the public of its intent to convey by quitclaim deed to the Fort Monmouth Economic Revitalization Authority (FMERA), a portion of the former Fort Monmouth, New Jersey known as the Group 7 Carve Outs, which includes property in several areas of Fort Monmouth. The Group 7 Carve Out parcel includes a portion of Parcel 44 (primarily landfill FTMM-03 and immediately surrounding area), Parcel 102A and Parcel 102C. The property has been fully evaluated and determined to be suitable for transfer. The Army plans to convey approximately 9.64 acres under an Economic Development Conveyance to FMERA. A draft Finding of Suitability to Transfer (FOST) has been prepared to document the environmental conditions of the property and its suitability for transfer.
The Group 7 Carve Out FOST is available for a 30-day public review and comment period commencing from August 11, 2025 and ending on September 9, 2025. The FOST will also be available for review at the Fort Monmouth Environmental Restoration Public Information Repository (the Administrative Record) at the following location: Monmouth County Library, Eastern Branch, 1001 Route 35 Shrewsbury, NJ (732-683-8980). PUBLIC NOTICE OF INTENT TO TRANSFER FEDERAL PROPERTY FORT MONMOUTH PARCEL R119
The United States Department of the Army (Army), hereby notifies the public of its intent to convey by quitclaim deed to the New Jersey State Highway Department, a portion of the former Fort Monmouth (FTMM), New Jersey. The subject property runs parallel to the western boundary of FTMM and State Road Route 35, located in Eatontown Borough, NJ The property is known to the NJ Department of Transportation (NJDOT) as Parcel Rl 19 and encompasses an area of approximately 0,5 11 acres The Army currently owns the subject property, and it exists as a right-of-way easement between the Army and the NJ State Highway Department The property has been evaluated and determined to be suitable for transfer. The Army plans to convey approximately 0.511 acres under an Economic Development Conveyance. A draft Finding of Suitability to Transfer (FOST) has been prepared to document the environmental conditions of the property.
The above draft FOST is available for a 30-day public review and comment period commencing from August 9, 2025, and ending on September 8, 2025. PUBLIC NOTICE OF PROPOSED PLANS FOR FORT MONMOUTH LANDFILL SITES
The Army’s Base Realignment and Closure Office (U.S. Army) has prepared Proposed Plans (PP) for Fort Monmouth Landfill Sites that support Record of Decision (ROD) amendments for various landfills at Fort Monmouth. There is a PP for a ROD Amendment covering landfill sites FTMM-02 and FTMM-08 and there is a PP for a ROD Amendment covering landfill sites FTMM-03, FTMM-04, FTMM-05, FTMM-12, FTMM-14, FTMM-1B and FTMM-25, located at Fort Monmouth (FTMM) in the Boroughs of Oceanport, Eatontown and Tinton Falls, Monmouth County, New Jersey. The U.S. Army is the lead agency for FTMM in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Executive Order 12580. The New Jersey Department of Environmental Protection (NJDEP) is the state support agency under the National Contingency Plan for FTMM.
The needs for additional remedial actions were identified during implementation of the remedies selected per the two 2017 RODs (Record of Decision (ROD) for Landfill sites FTMM-03, FTMM-04, FTMM-05, FTMM-12, FTMM-14, FTMM-18 and FTMM-25 at Fort Monmouth, Oceanport, Monmouth County, New Jersey (July 17, 2017) and Record of Decision (ROD) for Landfill sites FTMM-02 and FTMM-08 at Fort Monmouth, Oceanport, Monmouth County, New Jersey (October 18, 2017). The original remedies selected containment, in accordance with EPA guidance on the presumptive remedy for military/municipal landfills. The Army constructed a Resource Conservation and Recovery Act Subtitle 0-compliant cap for the landfills, covering all landfill waste without realizing a portion of some of the caps were placed on property not owned by the Army. After careful review of the site conditions, in consultation with property owners and the NJDEP, the Army is presenting a second set of preferred remedies to address the landfill exceedances, on those portions of the landfills where waste is on property not owned by the Army. The preferred alternative for select discrete areas is excavation and off site disposal {FTMM-02, FTMM-04 and FTMM-14) and for other select discrete areas is placement of deed notice on property not owned by the Army (FTMM-08, FTMM-12 and FTMM- 25). Landfill caps at FTMM-03, FTMM-05 and FTMM-18 were constructed all within Army property and followed the remedy identified in the original ROD (July 2017).

The U.S. Army invites public comment on the Proposed Plans. Written comments will be accepted during a 30-day comment period starting July 31, 2025 and ending August 29, 2025. All comments must be postmarked by August 27, 2025.

The property has been fully evaluated and determined to be suitable for transfer. The Army plans to convey approximately 0.3443 acres under an Economic Development Conveyance to FMERA. A draft Finding of Suitability to Transfer (FOST) has been prepared to document the environmental conditions of the property and its suitability for transfer.
The Group 6 Carve Out FOST is available for a 30-day public review and comment period commencing from January 12, 2024 and ending on February 10, 2024.
